This fault occurs when a controller reports some services do not have ideal replica leaders for some of the internal database partitions (shards).

Recommended Action:
If you see this fault, take the following actions:

1. Ensure that you have a minimum of 3 APICs
2. Verify that all the APICs are reported as available and Fully-Fit in cluster.
3. If the above actions did not resolve the issue, create a tech-support file and contact Cisco TAC.
